Flight Safety Division conducts research regarding aviation occurrence prevention and safety recommendation implementation, including the followings:
1. Established flight safety data base for safety trend analysis
Flight safety data base collected domestic and foreign flight safety information, flight safety statistics and flight safety recommendations. The objective of building the data base was to share and exchange the safety information. By using the historical statistics and information, analyze and predict the risks in the aviation environment and to enhance flight safety.
2. Safety Recommendations Implementation
According to the Aviation Occurrence Investigation Act article 27, the government authorities concerned shall submit a management report to the Executive Yuan and a copy to the ASC within ninety days after receipt of the aviation occurrence investigation report. The management report shall contain detailed and concrete implementation plans responding to the aviation safety improvement recommendations that are considered practicable. With respect to the recommendations considered impracticable, detailed reasons shall also be stated.
The execution of the detailed implementation plans mentioned in the preceding paragraph shall be supervised by the Executive Yuan and tracked by the ASC.
ASC will report the implementation status of safety recommendations to the Executive Yuan regularly. The information will also be published on the website.
3. Safety Research
A high percentage of aviation occurrences were related to Human Factors issues. In February 2000, ASC held a Human Factors Conference and invited aviation experts and researchers to discuss solutions to reduce Human Factors issues. After the conference, ASC fund a research, conducted by Nation Cheng Kung University and Airline Pilot Association, on Crew Resource Management and Organizational Culture. The study focused on the culture difference between pilots from different countries, different background, and different experiences. It was the first large scale study on culture issues in Taiwan aviation industry.
ICAO Annex 13 Chapter 8 Section 8.2 recommends that ¡Ğ ¡§A State should establish a voluntary incident reporting system to facilitate the collection of information that may not be captured by a mandatory incident reporting system.¡¨
Section 8.3 expounds that ¡Ğ ¡§A voluntary incident reporting system shall be non-punitive and afford protection to the sources of the information.¡¨
In order to enhance aviation safety through the collection and analysis of the safety information, the CAA and airlines have voluntary reporting systems within their organizations. However, these systems are generally impeded by many difficulties, such as trustiness of confidentiality, punishment, and face culture, etc. If people do not trust the organization that is operating the reporting system, the systems will not success.
In June 1999, the feasibility study of the reporting system in Taiwan was conducted by Nation Cheng Kung University. Base on the recommendations of the study, a system with the spirit of ¡§voluntary, confidential, and non-punitive¡¨ that provides a channel to collect aviation safety information was launched in the same year.
Each TACARE working group member has signed the ¡§Non-disclosure Agreement¡¨. Releasing reporter's identity is strictly prohibited.
afety information gained through reports will be published via TACARE Newsletters. Since the system was established, 17 recommendations concluded from significant reports have been provided to the CAA for further improvement.
5. Establishing, maintaining and developing of the information system
The objective of the information system is to assist investigators with acquiring associated information promptly in occurrence investigations.
Multiple software and hardware protecting systems are used to maintain security and confidentiality of the information system. Nonscheduled network exposure scanning, vulnerabilities evaluating and remediation are conducted to protect from attack attempts and damaging.
The system integrates available resources flexibly to meet various and imperious demands of occurrence investigations. The system is also being developed to enhance efficiency and provide convenient working environment for the investigators.
6. Promote ASC
Promote ASC image, handle national and international media relationship, coordinate and communicate with congress and airlines¡¦ public affair office, and establish media handling principles during occurrence investigation.
ASC¡¦s brief provides visitors and media general information about ASC¡¦s operation. The Annual report recorded important events during the year. Performance review video provides a picture of the tasks accomplished during the past years.
Conduct survey to general public and aviation industry to have an idea of ASC¡¦s performance and overall satisfactory rated by the public. The results of the survey will be used to improve ASC¡¦s future performance.
