Occurrence Investigation Division Introduction

1. Handling of the occurrence notifications, investigating the causes of aviation occurrences, and the proposing of the safety recommendations

The Aviation Safety Council (ASC) is responsible for investigating the aviation occurrences of civil aircraft, public aircraft, and ultra-light vehicle occurred in our country. If a R.O.C. registered aircraft involved in an aviation occurrence which occurred in other country, the country of occurrence would conduct investigation, by this case the ASC would also send accredited representative to participate in the investigation.

After receiving the notification, the ASC has to justify the nature of the occurrence if it meets the definition of occurrence. If an occurrence is confirmed, the ASC will establish an investigation team to investigate the occurrence which includes factual data collection, factual data analysis, conclusion of investigation and proposal of safety recommendations. 2. The research and development of aviation occurrence investigation technique

The key points of research and development of investigation techniques are the data collection and analytical methods. Data collection technique mainly applies ever-advanced technology and widely understand the relevant techniques and equipment for collecting evidence, to improve the skills of gathering factual data, so as to achieve rapid and efficient on-scene investigation, reducing the impact on the normal operation of the aircraft and the airport. The research of an analytical method mainly continuously develop and improve analytical models suitable for aviation safety investigation to build the solid bridges between the factual data and conclusions.

3. Sharing and adoption of the occurrence investigation techniques

From a wide perspective, investigation techniques include investigation procedures, the physical evidence collection, interview skills, analytical models, software/hardware of equipment testing. The ASC often sends delegates to participate in seminars related to occurrence investigation and flight safety, to collect the latest domestic and foreign investigation techniques. And if necessary, the ASC will send delegates to the advanced countries to learn investigation techniques.

4. Coordination and communication with domestic and foreign aviation occurrence investigation organizations

The ASC coordinates and communicates with domestic and foreign relevant agencies (for example, signing a memorandum of cooperation), to have better understanding of what should be noticed or how to cooperate with each other when an aviation occurrence happens, and also maintain smooth communication and mutual technical supporting. In addition to signing memorandums of cooperation with counter parties in other countries, the ASC communicates and coordinates with other countries for coducting and supporting the occurrence investigation according to the ICAO Annex 13.

5. Other matters related to aviation occurrence investigation

The other things carried out by Occurrence Investigation Division include investigator initial training, recurrent training, mountain training, drill of occurrence investigation, training of using on-scene personal protective equipment, application of access permit of  controlled area, renewing evidence collection equipment for investigation and establishing and updating standard operating procedures of investigation etc.
