What is TACARE?

To promote flight safety, the Aviation Safety Council, Taiwan’s aviation occurrence investigation authority, instituted the voluntary TAiwan Confidential Aviation safety REporting system (TACARE) in 1999.

To encourage the reporting of actual or potential threats involving the safety of aviation operations, TACARE invites flight crew, maintenance personnel, air traffic controllers, flight attendants, or any other person to report to the system. TACARE provides an independent reporting channel for all personnel in the aviation community based on the concept of being “confidential, voluntary and non-punitive. Under such ideology, TACARE hopes to elevate Taiwan’s aviation safety by obtaining, distributing and analyzing safety-related reports, and keeping the identity of the reporter confidential at all times.
